Tom is responsible for overall corporate vision, strategy and guidance of operations of Thomas Development Co., a Boise, Idaho based real estate development company and Thomas Investments Limited Partnership, a family-held real estate investment entity.

Synergistically interacting with a small but experienced development team, Tom is primarily responsible for setting policy at Thomas Development Co., making major investment and business strategy decisions and providing general oversight throughout the development process.

Prior to founding Thomas Development Co. in 1990, Tom was a partner, member of the Board of Directors and Chairman of the Business Practice Group of a large Boise, Idaho law firm. His practice focused on business transactions, financial institution representation and real estate transactions.

Tom is a graduate of the University of Idaho summa cum laude in Business and Economics and the University of Santa Clara School of Law.

 

Barbara Mannschreck

Barbara has served as Chief Administrative Officer for Thomas Development Co. since its inception in 1990. Her current responsibilities include oversight of all personnel and establishing and maintaining office procedures.Barbara also is the Asset Manager for Thomas Development’s portfolio, working closely with the property management companies to ensure compliance and performance of the properties.

Throughout the course of Thomas Development Co.’s growth, Barbara has handled a variety of responsibilities, including key liaison between a property management company acquired by Thomas Development Co., preparation of tax credit and financing applications, coordination of closings with lenders, syndicators, accountants and attorneys on partnership and loan transactions, construction billing, and loan administration.

Prior to Thomas Development Co., Barbara worked as a Legal Secretary at a large Boise, Idaho law firm.

Barbara has achieved the Institute of Real Estate Management ARM designation and Certified Credit Compliance Professional (C3P) and obtained a certification from the Palo Alto Legal Secretary Course.

 

Claire M. Casazza

Over the course of her twelve years at Thomas Development Co., Claire has filled a variety of administrative, technical, and leadership roles. First joining the team as Development Administrator in 1999, Claire now serves as Director of Development for Thomas Development Co.

Her current responsibilities include overseeing the preparation and successful submittal of tax-credit applications and debt-equity financing proposals for the construction of multifamily housing in the Northwest. She also collaborates with tax credit syndicators, lenders, state housing agencies and HUD to complete partnership and loan transactions and is a liaison between all development stakeholders, including architects, general contractors, and property managers. Claire also oversees the research and implementation of sustainable building practices for developments which target LEED for Homes and Energy Star certifications.

Prior to her tenure at Thomas, Claire served in administrative positions for a major agribusiness company and a Boise, Idaho real estate law firm.

She graduated summa cum laude from Montana State University with degrees in Political Science and English.

 

Kortney Brown

Kortney joined Thomas Development Co. in April 2011 and brings discipline and a love of learning to the team. As Development Assistant, her primary focus is on tax credit developments, where she assists with the completion of all financing applications, feasibility analysis, and the due diligence process. She also provides support in gathering the documentation needed to secure USGBC LEED for Homes sustainable building certifications for our developments.

Prior to working at Thomas Development Co., Kortney served at a multifaceted law firm in Boise where her focus was real estate transactions.

Kortney is a graduate of the University of Idaho with degrees in Marketing and Information Systems and Boise State University with a Masters of Business Administration.

 

Tiffany Nielson

Tiffany provides administrative support to all Thomas Development Co. team members. In addition to her general administrative duties, she also handles all travel arrangements, coordinates meetings, and provides support for the commercial development portfolio.

Before joining Thomas Development, Tiffany worked as an Executive Assistant and Office Manager for a land acquisition and development company in Mesa, Arizona. Her professional background includes over twenty years of experience in key administrative positions for a variety of employers, including service in the United States Navy.

Tiffany is currently attending University of Phoenix to obtain her bachelor's degree in Administration.
